Roosevelt County has received federal CARES ACT funding through the State of New Mexico to assist local small businesses that have been negatively impacted by the COVID-19 pandemic. Total grant funds available are $239,625, and awards will be made based upon funds availability and business eligibility. Eligible businesses that apply may only receive a conditional grant for a portion of their request depending upon the number of and dollar amount of requests.

Roosevelt County will provide emergency financial support through the Roosevelt County Small Business Grant program for qualified small businesses to reimburse the costs of business interruption caused by required closures.  This program is intended to help reimburse the significant, temporary loss of revenue to these qualified businesses during this pandemic, and to assist businesses in retaining and paying employees, and sustaining their overall business footprint. Roosevelt County has determined these payments are necessary expenditures due to the public health emergency.

The program will offer one-time grants up to $10,000 to qualifying small businesses and non-profits to cover costs such as scheduled mortgage payments, insurance, utilities or marketing.  Grants are strictly limited to businesses and non-profits physically located within Roosevelt County.  Funds can only be used to reimburse the costs of business interruption caused by required closures provided those costs are not paid by insurance or by another federal, state, or local program. Please see below for the State’s approved list of eligible expenses for reimbursement.

Business Continuity:

  • Non-owner employee payroll
  • Rent
  • Scheduled mortgage payments
  • Insurance
  • Utilities
  • Marketing

Business Redesign:

  • Reconfiguring physical space
  • Installing plexiglass barriers
  • PPE for employees
  • Purchasing web-conferencing or other technology to facilitate work-at-home
  • Temporary structures to mitigate the spread of Covid-19

Eligibility Overview

·         Business must have experienced business disruption due to COVID-19 pandemic;

·         Business must have a physical location within Roosevelt County;

·         Business must have 100 employees or fewer (full-time equivalent);

·         Business must have annual revenues of no more than $5 million;

·         Business must have been in operation for 12 months prior to March 1, 2020;*

·         Business must submit a complete application;

·         Business owners must be willing to sign a public participation agreement with Roosevelt County if selected to receive funding.

*Businesses may request an exemption by attaching a detailed request explaining why they believe this requirement should be waived. The County will  review each request and make a determination based upon the merits of the reasons given.

The application process will open on Sept. 30, 2020 and stay open until funds are exhausted (awards will be based on first come basis) with first awards being distributed after October 14, 2020, pending approval the NM Department of Finance review. Grantees will have to provide two (2) reports on the Roosevelt County CARES Small Business grant funds on December 15, 2020 and June 15, 2021.  Grantees may be required to provide additional documentation as requested by Roosevelt County to support the expenditure and comply with Federal regulations.
